Render email addresses as "mailto:" links in "Email to this Page" dialog

The email addresses are currently used by copy/paste into an email client. It would be nice to render them as mailto: links so that users can just click and immediately be in their email client for composing the email.

This could be controlled by a config setting in the admin tool (render as plain text or render as links).
