Ability to view report for simple user in read-only mode

Description

Allow stakeholders to have read-only access of the EasyForm Report but not have ability to delete any submissions or modify.

Superusers can delete or modify existing submissions (Actions > Modify) and see this in a ‘Last modified by’ column
