STEPS TO REPRODUCE:
on a page that is created your admin user:
restrict view access to confluence-users (and admin) only
add a MultiExcerpt containing simple content
in a space that has been opened up to anonymous users by adding the View permission for Anonymous
on a page that anonymous users can access, add a MultiExcerpt Include that includes your restricted content from earlier steps
