Add admin ability to disable "Find Includes" button

The "Find Includes" functionality, due to its nature of searching the content of an entire site for excerpt includes, is a DB CPU intensive operation.

We have and for efforts to performance tune the operation but a simple option to avoid an expensive operation like this could be for admins to disable the "Find Includes" button for their site, either temporarily or permanently.
